On November 18th, the groundbreaking ceremony of TPA 2×4000 clinker & cement production line project in Uzbekistan was held in the city of Tashkurghan in Samarkand. Governor of Samarkand State, Elgin Jiang Turdimov and Katakulgan Mayor Azamhong Bakhramov delivered speeds at the ceremony. Xu Yong, director of Hengyuan Group and general manager of Gansu Hengya Cement Co., Ltd., gave a detailed introduction to the Uzbekistan investment cement plant project. Zhai Wanming, director of Hengyuan Group and general manager of Uzbekistan Hengyuan Cement Joint Venture Co., Ltd., elaborated on the design, construction and equipment of the project. Zhu Zhongshun, deputy general manager of Uzbekistan Hengyuan Cement Joint Venture Co., Ltd., Du Jinbing, general manager of the Fifth Engineering Division of Jiangsu Hengyuan International Engineering Co., Ltd., other executive leaders from Hengyuan Group and officials of the Samarkand state government and municipal government attended the ceremony.

In his speech, Governor Elgin Jiang Turdimov said that the project is a witness to China-Ukraine friendship. He will not only promote the economic development of the city of Katakulgan, but also drive the overall prosperity of the state of Samarkand. He expressed sincere appreciation on behalf of Uzbekistan to China for its important contribution to this end. Uzbekistan will also work with China to promote new progress in a series of investment projects.

Director Xu Yong expressed his gratitude to the state government and the people of Katakulgan for their good investment environment. He said that during future cooperation, Hengyuan Group will continue to uphold the pragmatic and responsible spirit of Chinese enterprises, promote project construction with high efficiency and high quality, and create good benefits, and make positive contributions to Uzbekistan's economic and social development. 

As an important Central Asian country along the “Belt and Road”, Uzbekistan is rich in natural resources. Hengyuan Cement plans a total investment of USD 370 million, with the first phase of cement design capacity of 1.85 million tons. Its main products are positioned as general cement and other special cements for dam, oil wells and nuclear power, among which oil wells and nuclear power cement will fill the gap in the domestic cement market, changing the current situation of dependence on imports. Within the framework of Sino-Ukrainian cooperation, Hengyuan Cement, one of the important projects of China-Ukraine capacity cooperation, has successfully laid the foundation, marking the significant progress of Hengyuan Group's international business and has achieved a major breakthrough in implementing the “going out” strategy.
